The Panchayati Raj & Drinking Water Department in Odisha is committed to converting all remaining Kuccha houses into Pucca houses. To achieve this, the department has introduced the ‘MO GHARA’ (Government Housing Assistance in Rural Areas) scheme, which is designed to provide sufficient financial support to rural households, enabling them to construct pucca houses.

The State Panchayati Raj & Drinking Water Department will be responsible for implementing the scheme, which will allow rural households to construct new houses or upgrade and extend their existing homes for a more secure living. This will significantly reduce the financial burden on rural households throughout the state.

Odisha Mo Ghara Yojana

The Objective of the Mo Ghara Scheme:

The objective of this initiative is to provide sufficient financial aid to rural households, allowing them to build pucca houses of good quality.

The scheme enables the beneficiaries to avail of banking loans for the construction of their new house along with the upgradation and extension of their existing houses. Unlike other banking loans, this capital subsidy intervention by the State Government has been designed specifically to ease the economic burden of the economically and socially weaker sections.

The program allows those who are eligible to obtain a bank loan for the purpose of building a new home, as well as upgradation and extension of their current house. This financial assistance provided by the State Government in the form of a capital subsidy is unique from other bank loans, as it eases financial strain faced by individuals from economically and socially disadvantaged backgrounds.

MO GHARA Scheme Key Features:

  • The aim is to facilitate the construction, extension, upgrading, and completion of houses in rural Odisha to fulfill the housing aspirations of lower and lower-middle-income households.
  • Beneficiaries will have access to housing loans of up to Rs. 3 lakhs, which must be repaid within 10 years, excluding a one-year moratorium period.
  • There will be four loan slabs available: Rs. 1 lakh, Rs. 1.5 lakh, Rs. 2 lakhs, and Rs. 3 lakhs, and the beneficiaries can choose any one of them.
  • Upon completion of the house, the State Government will release a capital subsidy to the beneficiary’s loan account, corresponding to the principal amount.
  • The additional capital subsidy will be provided for vulnerable categories such as Scheduled Castes (SCs), Scheduled Tribes (STs), and households headed by persons with disabilities (PwD).
  • Eligible beneficiaries can also access support under relevant schemes for rural sanitation, drinking water, rural electrification, etc. if they have not previously availed of them.

Odisha MO GHARA Yojana Eligibility:

All households residing in rural Odisha are eligible for this scheme, except for the following categories:

  • Those residing in a permanent house with two or more rooms and a reinforced cement concrete (RCC) roof.
  • Households that have received housing assistance of Rs. 70,000 or more under any previous Rural Housing Scheme.
  • Households with a monthly income of Rs. 25,000 or more.
  • Households owning a non-commercial, motorized four-wheeler.
  • Households with a member who is a regular government or public sector unit (PSU) employee, or receives a monthly pension for their service period from the government or PSU.
  • Households owning 5 acres or more of irrigated land, or 15 acres or more of non-irrigated land.

Scheme Definition:

Definition of Family: A family is defined as a group comprising a husband, wife, and dependent members.

Definition of Pucca house: A pucca house refers to where both wall and roof are pucca.

  • Wall: Made of material like bricks, stones, etc with cement bonding
  • Roof: RCC

Scheme Components:

The scheme will have two components:

Special Category:SC/ ST/ PwD comes under the Special Category
General Category:Others come under the General Category

Loan and Subsidy Amount:

  • The State Government will provide a capital subsidy to all loan applicants in their loan account, corresponding to the principal amount, upon the completion of their house.
  • The bank will calculate the Equated Monthly Installments (EMI) for the loan by deducting the capital subsidy released by the Government from the loan account of the beneficiaries.
  • The additional capital subsidy will be provided to beneficiaries belonging to the Special Category.

Application Process Online/Offline:

A dedicated website will be available for the submission of applications. Interested households can apply online to avail of credit linkage by filling out the application form on the website rhodisha.gov.in/moghara.

Applicants can also apply offline by utilizing the services of Mo-Seva Kendra to assist them in completing the application and tracking the status of their loan application.
